Chairperson Barker opened the hearing on HB2199.  Matt Sterling, Revisor, provided an overview of the bill (Attachment 1).  Questions were asked by Representatives Hoye and Waggoner.

Vice-Chairperson Arnberger recognized Chairman Barker as a proponent to HB2199 (Attachment 2).  Chairperson Barker provided the Committee with a comparison of this bill with SB84 (Attachment 2A).  Questions were asked by Vice-Chairperson Arnberger and Representatives Miller, Smith, Awerkamp, and Howe.

Chairperson Barker recognized Jason Watkins as a proponent (Attachment 3).  Ruffin Companies strongly support HB2199.  By allowing racetracks an even playing field with casinos, the legislature would be taking action to reopen racetracks, create jobs, enable significant capital investment, and benefit from additional tax revenue.  Questions were asked by Representatives Miller, Eplee, and Clayton.  Chairperson Barker asked the conferee for an economic impact report.

Chairperson Barker recognized Tom Palace as a proponent on HB2199 (Attachment 4).  The members of his organization feel that sports wagering hosted by the Kansas Lottery is a natural fit for Lottery retailers.  Questions were asked by Representatives Jacobs and Penn.

Chairperson Barker directed the Committee's attention to the written proponent testimony of Jake Reid, Sporting Kansas City (Attachment 5); Allison Mazzei, Kansas Association of Broadcasters (Attachment 6); Jim Gartland, National Greyhound Association (Attachment 7); Steve Schiferl, Greyhound Pets of America (Attachment 8); and Tonya Beader, Greyhound Pets of America - Kansas (Attachment 9).

There being no further proponents, Chairperson Barker closed the hearing on HB2199
