Revisor Jason Long provided a brief overview of SB 118 to the committee. Discussion ensued. Amanda Stanley, general counsel for the League of Kansas Municipalities, testified as a proponent and summarized the 2020 history of the bill. The bill is intended to make it easier for grassroots consolidation within cities. Ms. Stanley also clarifies that the bill is entirely voluntary and requires several public hearings, city ordinances, and overwhelming city support to be adopted by a city. Ms. Stanley answered questions from the committee. (Attachment 1)
