Short Title
Designating bridges on United States highway 54 in Seward County as the Jack Taylor memorial bridge and Max Zimmerman memorial bridge.

Staff briefed the Committee on the bill. (Attachment 1)
Chairman Proehl recognized Representative Shannon Francis as the first proponent. (Attachment 2) According to Representative Francis, Max Zimmerman was born and raised in Liberal. Jack Taylor raised his family there and became part of the community. Max Zimmerman and Jack Taylor were both active throughout their community. He concluded by saying "These two men exemplify all that is good about Western Kansas. They took pride in the community and worked tirelessly to make it better. I can think of no better honor to recognize their work than the naming of these bridges after them."
The next proponent was April Warden. (Attachment 3) She encouraged the Committee to consider naming the new bridge and existing bridge on Highway 54 for Max Zimmerman and Jack Taylor in honor of their legacy and lifelong commitment to their community and those along Highway 54. She said Jack Taylor and Max Zimmerman are two examples of what can happen when you have a vision and the drive to make a change for your community.
The Chairman recognized Ada Linenbroker. (Attachment 4) She said Jack Taylor and Max Zimmerman were their guiding forces for over 30 years and were willing to travel throughout the state and to Washington to keep Liberal and their projects in the forefront. She said over the past years there have been multiple accidents on their one bridge and she worked with Jack Taylor to get a second bridge at the Cimarron River crossing. This is one way they can honor these men.
The next proponent was Rozelle Webb. (Attachment 5) She said Jack Taylor and Max Zimmerman were both outstanding men for the many years of time and energy, lobbying and promoting they gave to improving Highway 54. Ms. Webb said these two men spearheaded the efforts of S.P.I.R.I.T. which is the Southwest Passage Initiative for Regional and Interstate Transportation.
There were no other proponents, no opponents or neutrals so the Chairman closed the hearing on HB2019 and opened the hearing on HB2132.
