Prohibiting the governor, the executive branch and the judicial branch from altering election laws or procedures and limiting the authority of the secretary of state to enter into consent decrees with any court absent the approval of the legislative coordinating council.

Chairperson Carpenter opened discussion on HB2183 and called upon Representative Bergquist.
Representative Bergquist moved, seconded by Representative Dodson, to pass out HB2183. There was no discussion.
Representative Miller moved, seconded by Representative Brett Parker, to adopt the balloon amendment and to remove the judicial branch from lines 2 and 11 and subsequent language. (Attachment 2) Motion failed.
Following discussion, Representative Neighbor moved, seconded by Representative Parker, a conceptual amendment to remove line 18 in section 2 of HB2183. Motion passed.
Representative Pat Proctor called for point of order.
Representative Bergquist moved, seconded by Representative Dodson, HB2183 be passed as amended. Motion passed.
