Short Title
Prohibiting municipalities from imposing restrictions on customer's use of energy based upon source of energy.

The Chairman called for discussion and final action on SB 24. Matt Sterling, Office of Revisor of Statutes, provided an overview of the bill.
Senator Olson proposed a balloon amendment (Attachment 1). Mr. Sterling provided an overview the proposed changes.
After discussion and questions, Senator Olson moved, and Senator Petersen seconded, to adopt the proposed amendment. Motion carried.
Senator Francisco proposed a balloon amendment (Attachment 2) and asked that her amendment be considered in two parts. She indicated the first part would include changes to lines 14 and 15, and the second part would include the language in the boxed section. Mr. Sterling explained the proposed changes to lines 14 and 15. Discussion ensued, including comments from Committee Members on the language in the boxed section.
Senator Francisco withdrew her proposal for the language included in the boxed section of her amendment, and moved that SB 24 be amended to only include her changes to lines 14 and 15.
Senator Pyle made a substitute motion, and Senator Olson seconded, to recommend SB 24, as previously amended, favorably for passage. After discussion, motion carried.
The Chairman adjourned the meeting at 2:03 pm.
