Short Title
Prohibiting the governor, the executive branch and the judicial branch from altering election laws or procedures and limiting the authority of the secretary of state to enter into consent decrees with any court absent the approval of the legislative coordinating council.

Chairperson Carpenter opened the hearing on HB2183 and Mike Heim, Office of Revisor of Statutes, gave an overview of the bill. Revisor Heim answered questions from Committee members.
Chairperson Carpenter stated he would provide written-only proponent testimony on HB2183 which he will submit by email. (Attachment 1)
Davis Hammet, Loud Light Civic Action, was introduced by Chairperson Carpenter. Mr. Hammet gave opponent testimony (Attachment 2) and stood for questions from the Committee.
Katie Koupal, Deputy Assistant Secretary of State, Communications and Policy, offered neutral testimony on this bill. (Attachment 3) Answers to the questions from the Committee were given by Ms. Koupal, Clay Barker, Deputy Assistant Secretary of State, Assistant General Counsel and Brian Caskey, Deputy Assistant Secretary of State, Elections Director.
There were no other conferees to testify on HB2183.
