Chairman Olson opened the hearing on the bill and called on Charles Reimer for a Revisor of Statutes overview of the bill.
Chairman Olson called upon David Soffer for proponent testimony on the bill. Mr. Soffer explained that the bill would remove KIT/KIR as a method to qualify for the High Performance Incentive Program (HPIP) and remove the 2% state payroll training requirement for companies seeking to qualify for HPIP. He outlined how the programs work and pointed out the problems that caused his agency to propose changes in the law.
Chairman Olson called upon Jason Watkins for supporting proponent testimony on the bill. He simply stated that "this bill just makes sense."
