Chairman Petersen opened the hearing on SB69 and requested Mr. Siebers provide a summary of the bill (Attachment 4. He explained the bill provides for a new license plate labeled the Love, Chloe Foundation. The foundation, with the Division of Vehicle's approval, would assist in the design of the plate. The foundation is authorized to set a fee between $25 up to $100 to be used in the support of the foundation. He noted the plate is subject to regular payments and requirements under statute K.S.A.8-1,141.
Heidi Feyerherm-Smith, the founder and president of Love, Chloe Foundation, provided the background and purpose of the foundation (Attachment 5). She created the foundation following the death of her daughter, Chloe, with a goal of helping make a difference in the lives of other families experiencing the challenges of support in the care of children with cancer. Ms. Smith said families who must travel long distances for their child's treatment experience financial difficulties, and the proceeds from the license plate sales will provide assistance for them.
