Proponents
The Chairman recognized Representative Ken Collins.(Attachment 2) According to Rep. Collins this bill provides for the right of way for funeral processions while traveling through traffic on public roadways. He said this bill was important to provide safety for the Patriot Guard, American Legion Riders and other organizations accompanying the funeral procession.
Chairman Proehl recognized Senator Jeff Pittman.(Attachment 3) According to Senator Pittman, 30 states have statutes relating to and recognizing funeral processions. He said if a car were to hit one of these escort volunteers, or any vehicle for that matter, the vehicles in the procession could be at fault because they were technically breaking the law.
The next proponent was Pam Scott. (Attachment 4) Ms. Scott made the point that not only would this bill provide the family with a peaceful, uninterrupted trip to the cemetery but would help out-of-town mourners get to the cemetery without delay. She said rules concerning funeral processions are currently established at the local level, if they exist at all. The Funeral Directors Association believes a uniform statewide funeral procession law would improve the safety of funeral processions and also allow the public to be better educated.
Chairman Proehl drew the Committee's attention to Written Testimony in support of HB2107 by Ed Klumpp, on behalf of the KS Ass'n. of Chiefs of Police, KS Sheriffs Ass'n. and the KS Peace Officers Ass'n.(Attachment 5)
Written Testimony was also provided in support of this bill by Wendi Stark on behalf of the League of Kansas Municipalities.(Attachment 6)
