Chairperson Patton opened the hearing on HB2127. Natalie Scott provided an overview of the bill. (Attachment 4) Ms. Scott stood for questions.
Proponent
Secretary Laura Howard on behalf of Department for Children and Families (Attachment 5) testified in support of HB2127 and stated as the Secretary for Children and Families she has made transparency one of her top priorities. Ms. Howard believes that transparency and accountability are essential to the work that goes on in the child welfare system. Government functions better when it is out in the open and can be held accountable by the public. This is especially true in sensitive situations involving children. She requested HB2127 because she believes it will be another important step towards increasing transparency at DCF. Ms. Howard stood for questions.
