Jason Thompson presented a bill brief on SB59 explaining that it modifies the terms used in the crimes of buying and selling sexual relations from "sexual relations" to "a sex act." There is no substantive change in the bill other than terminology. (Attachment 8)
Senator Haley questioned the inclusion of an amendment in the bill referring to "criminal street gangs." Jason Thompson explained this is part of the technical clean up tucked into this bill. It is not a substantive change. He explained that adding those words does not change current law on criminal street gangs nor racketeering but just accurately reflects the name of the crime in current law.

Scott Schultz submitted the prison bed space impact assessment for SB59. (Attachment 10)

Jennifer Montgomery spoke in support of SB56 stating that it seems like a small change in terminology but it is not small to the people it affects. She stated it removes what many consider to be loaded terminology from the law and uses more neutral terms that do not imply consent. (Attachment 11)
