Chairperson Billinger opened the hearing on SB 1. Victoria Potts, Kansas Legislative Research Department, provided an overview of the bill.
Senator McGinn briefly addressed the challenges the Kansas State Fair has faced this year.
Former Senator Ed Berger, Interim Director of the Kansas State Fair, testified as a proponent of the bill, which would allow the State Fair Board to utilize funds in the Capital Improvement Fund for operations. The State Fair lost approximately 90 percent of its revenue due to the cancellation of the 2020 State Fair. The Fair Board has been proactive in adjusting to this crisis but this bill would provide flexibility to better respond to cash flow needs. Senator Berger responded to questions from Committee members. (Attachment 1)
