Chairperson Petersen opened the hearing on SB 18.
Assistant Revisor Adam Siebers briefed the Committee on the bill (Attachment 1). He explained that the bill amends the special-use-vehicle statutes to allow a person to register a military vehicle for highway use. He stated that the vehicle must be inspected by the Kansas Highway Patrol prior to registration and that the owner must also possess other registered non-military vehicles.
Responding to questions, Mr. Siebers replied that U.S. military vehicles and NATO (North Atlantic Treaty Organization) vehicles, except for Humvees, have a different vehicle identification numbering system.
Chairman Petersen provided a brief history of the bill when it went through the legislative process during the 2020 legislative session.
Senator Tom Hawk, District 22, offered testimony in support of the bill (Attachment 2). He was approached by a constituent who provided the initiative for the bill. He explained that Kansas lacks the statutory authority to register military surplus vehicles for highway use. He referenced state statutes and practices as well as regulations in other states. From this information he concluded that the bill addresses an important deficit in state statutes.
The Chairperson noted three written-only testimonies in support of the bill:
- Representative Kristey Williams, District 77 (Attachment 3);
- Senator Mike Petersen, District 28 (Attachment 4)
- Office of the Secretary, KDOT (Attachment 5).
Deborah Barnes, Staff Attorney, League of Kansas Municipalities, presented neutral testimony. She noted the League's concern regarding size and weight problems in the previous year's bill and expressed appreciation for the changes that comply with current regulations (Attachment 6).
