Allowing venue for an adoption when the state is the agency to be where the state agency or its subcontracting agency has an office.

Chairperson Patton opened the hearing on HB2075.  Natalie Scott provided an overview of the bill. (Attachment 1) Ms. Scott stood for questions.

Proponent

Representative Susan Humphries testified in support of HB2075  (Attachment 2) stating as it stands now, venue is proper in the county where the petitioner (adoptive parent) resides, in the county where the child resided prior to agency custody, or the county where the principal place of business of the agency is located. But, those three venue options do not take into consideration several circumstances when the petitioners are adopting out of the foster care system. HB2075 would remedy this omission, and encourage attorneys to continue offering their services in Department of Children and Families adoptions. Ms. Hmphries asked  to pass HB2075 favorably out for passage.
