Minutes for HB2048 - Committee on Judiciary

Short Title

Extending certain provisions of the governmental response to the COVID-19 pandemic in Kansas and providing certain relief related to health, welfare, property and economic security during this public health emergency.

Chairman Patton called for final action on HB2048.  Natalie Scott reviewed the bill.  Chairman asked if there were any amendments.

Chairperson Patton had an amendment to strike the September 15, 2020 from HB2048.  Natalie Scott explained the amendment. (Attachment 1).  Chairperson Patton moved and Representative Hoheisel seconded to amend HB2048.  Motion carried.

Chairperson Patton had an amendment for reducing the rules for business closure and social gathering to HB2048.  Natalie Scott explained the amendment. (Attachment 2). Chairperson Patton moved and Representative Owens seconded to amend HB2048.  Motion carried.

Representative Burris had an amendment for extending the date in the bill from June 1, 2021 to January 24th 2022 which would allow the status quo to remain in affect much longer. Natalie Scott provided some additional explanation for the amendment (Attachment 3).  Representative Burris moved and Representative Owens seconded to amend HB2048. Motion carried. Division was called: Favor - 7 Opposed - 5.

Representative Owens had an amendment regarding healing arts. Natalie Scott provided additional explanation for the amendment (Attachment 4) . Representative Owens provided some additional details regarding medical professionals coming to Kansas to work during the pandemic. Representative Owens moved and Representative Burris seconded to amend HB2048. Motion carried.

Representative Hoheisel moved that HB2048 is passed as amended and Representative Jennings seconded. Motion carried.

Chairperson Patton thanked everyone for the work that had been done prior to today's meeting move this bill forward out of committee.

Chairperson adjourned the meeting at 4:04 p.m.
