Chairman Waymaster opened discussion on the bill. He stated that information requested on the Kansas Army National Guard Armories has been distributed to committee members (Attachment 3). Committee members received a copy of the committee adjustments to the House 2018 Appropriations Bill (Attachment 4).
As requested, JG Scott, Legislative Research Department, reviewed the updated adjustments of the Budget Committee Reports ( See attachment 4). Approximately $400,000 additional State General Fund dollars and an increase of $9 million in all funds adjustments to the state budget. The committee's total SGF budget reduction is $3.5 billion, and an all funds reduction of $5 billion. The committee recommended a review of all departments of the K-12 and Department of Education budget when putting the K-12 Budget Bill or at Omnibus. Without funding for education, the total budget increase is approximately $29.8 million SGF, and $47.5 million in all funds increase, for FY 2019. A review of the adjustment for FY 2019 followed, and there were no major adjustments for FY 2018. A review of the error in caseload estimate, as related to hospital programing, as discussed in a previous committee meeting followed.
Chairman Waymaster reviewed an amendment regarding fee fund sweeps (Attachment 5.
Chairman Waymaster made a motion for an amendment that would not sweep approximately $8 million from the Kansas Insurance Department Service Regulation Fee Fund to the SGF in FY 2019. Representative Sutton Seconded the motion.
Jill Wolters responded to questions from committee members. She stated that the case was settled on September 28, 2017.
Chairman Waymaster renewed the motion. Motion passed.
Representative Schwab made a motion for favorable passage of HB 2468 as amended.
Discussion followed by committee members regarding the motion. Concern was expressed for the need for additional discussion and information on the bill.
Representative Schwab withdrew the motion.
Discussion continued by committee members. Chairman Waymaster reviewed the budget process, which will be similar to what the committee did last session. The K-12 budget will be worked as a separate bill for the purpose of appropriating money, and the committee continued work on the remaining budget items, with both budgets that have been worked on coming together at the end to form the State of Kansas Budget. There are various scenarios that can be used in order to finalize the budget. Concerns were expressed with budgeting issues to meet basic needs and the pending ruling by the Supreme Court regarding funding for K-12 schools.
JG Scott responded to questions from committee members, he stated that the committee deleted approximately $102.5 million in SGF transfers from the State Highway Fund to the Department of Education.
Discussion continued by committee members regarding priority funding and adequately funding K-12 education for FY 2019, the deficit budget in the out-years, and the need for an incremental budget for FY 2020 and FY 2021.
Chairman Waymaster stated that there are additional questions that require further information and discussion that may be available after the Education Joint Committee meeting.
