Mr. Wells provided an overview on HB2659 stating the bill would increase the state sales tax rate on motor vehicles with a sales price of more than $100,000 to 13 percent beginning July 1, 2018. Mr. Wells stood for questions from the Committee.
Ms. Smith provided an overview on HB2659 stating there is an estimated impact of $2.55 million annually that would include an additional $2.14 million to the State General Fund and $.41 million to the State Highway Fund. She noted there are 395 vehicles that would fit this parameter. Ms. Smith stood for questions from the Committee.
Representative Hodge testified as a proponent to HB2659 stating it is a tax on cars that are not commercial vehicles. (Attachment 17). Mr. Hodge stood for questions from the Committee.
Tom Whitaker, Kansas Motor Carriers Association testified an an opponent to HB2659 noting the bill doubles the sales tax rate on vehicles with a selling price of more than $100,000.00 (Attachment 18). Mr. Whitaker stood for questions from the Committee.
Don L. McNeely, Kansas Automobile Dealers Association testified as an opponent to HB2659 noting it would double the state sales tax rate to 13 percent on a vehicle with a selling price of $100,000 or more and eliminating the associated tax trade-in credit (Attachment 19). Mr. Whitaker stood for questions from the Committee.
