Chairman Proehl recognized Representative Trevor Jacobs as the first proponent on HB2678. (Attachment 5) Representative Jacobs said he believes Kansans should have the opportunity to own a "Choose Life" license plate - that it would send out a positive message in Kansas as well as other states. He said 32 other states offer a "Choose Life" license plate including the states surrounding Kansas.
Senator Hilderbrand was the second proponent to speak in support of HB2678.(Attachment 6) He also mentioned the "Choose Life" license plate had been approved in 32 states and Washington, D.C. Senator Hilderbrand said the "Choose Life" license plates have been criticized by pro-choice organizations, which have argued that in authorizing them, but not offering plates conveying a pro-choice message at the same time has a viewpoint discrimination.
The next proponent was Eric Teetsel. (Attachment 7) He said the "Choose Life" license plates are one more small way Kansans can promote a culture that respects the dignity of every human life. He urged the Committee to pass HB2678.
When the Chairman asked if anyone else wanted to speak to this bill, Barbara Saldivar came forward and spoke in support of HB2678
