Chairman Waymaster opened discussion on the bill.
Representative Carlin made a motion for an amendment that would add $2 million from the EDIF for the Water Plan Authority . Representative Helgerson seconded the motion.
Discussion followed by committee members regarding the motion. Concerns were expressed regarding blue/green algae at Milford Lake, Marion Reservoir, and stream bank nutrient issues. Emphasis was placed on the need for preservation of the state's water resources, as well as the statutory fulfillment Bobbi Mariani, Legislative Research Department, responded that the FY 2018 EDIF balance is $27,901 and for FY 2019 the balance is $3,227.
Representative Carlin renewed the motion. Motion failed.
Representative Claeys reviewed a proviso regarding the Department of Health and Environment - Public Health for FY 2018 and FY 2019 (Attachment 1). The proviso would authorize the state loan repayment program for pharmacists.
Representative Claeys made a motion for a proviso that would authorize the Department of Health and Environment to include the state loan repayment program for pharmacists. Representative Davis seconded the motion.
Discussion followed by committee members regarding the motion. It was noted that the proviso would be funded from outside sources and grants. Jennifer Ouellette, Legislative Research Department, stated that the program is appropriated $150,000 annually. Jill Wolters, Office of the Revisor of Statutes, stated that the aid to local units was in reference to the Health Projects Account.
Representative Claeys renewed the motion. Motion passed.
Representative Concannon made a conceptual motion the would restore the 4 percent reduction to community colleges and technical schools. Representative Claeys seconded the motion.
Representative Concannon reviewed a motion and discussion followed by committee members regarding the motion. The motion would restore the cuts to 3 percent which would be at the same level that was approved for the universities. It was noted that the funding in the Governor's recommendations restores $15,000 Four Year Degree program is an on-going expense. The balance in the Scholarship fund is $500,000.
Representative Concannon renewed the motion. Motion passed.
Representative Helgerson reviewed a proviso regarding the Kansas Lottery (Attachment 2), and he responded to questions from committee members.
Representative Helgerson made a motion for a proviso regarding the legislative review of contracts related to the lottery gaming facility for FY 2018 and FY 2019. Representative Sutton seconded the motion.
Discussion followed by committee members regarding the proviso. It was noted this would not violate any current contracts, only those that are renewed.
Representative Helgerson renewed the motion. Motion carried.
Discussion followed by committee members regarding Osawatomie State Hospital. It was noted that meetings were held in Washington, D.C. last with between Secretary Keck and administration. Concern was expressed regarding the budget shortfall and re-certification
Representative Helgerson made a motion for an amendment to add $6.5 million for the certification of Osawatomie State Hospital. Representative Ballard seconded the motion.
Discussion followed by committee members regarding the additional information that, hopefully, will be available to the committee at Omnibus. Representative Landwehr reviewed issues concerning bed space, staffing, waiting lists and re-certification issues. In order to receive Medicare or Medicaid reimbursement, the beds must be certified, however, 146 beds are licensed, it was noted.
Representative Davis made a substitute motion to review the funding for Osawatomie at Omnibus. Representative Claeys seconded the motion.
Discussion followed by committee members regarding the substitute motion. It was note that the cost to remodel 20 beds would be at a cost of $.26 million and staff costs would be approximately $4.1 million.
Representative Davis renewed the substitute motion. Motion passed.
Representative Helgerson requested his vote in opposition of the motion be recorded in the minutes.
Representative Helgerson reviewed a proviso related to the Kansas Department for Aging and Disability Services (Attachment 3).
Representative Helgerson made a motion for a proviso that provides funding for services not available in-state for reimbursement services related to mental health services. Representative Ballard seconded the motion.
Discussion followed by committee members regarding the motion. The concern was expressed that there is no language in the bill that refers to limitations. Representative Landwehr stated that information was just received that indicated KDADS is looking into finding additional beds and research is underway regarding out-of-state programs that are reimbursable.
Representative Helgerson renewed the motion. Motion failed.
