Chairman Waymaster opened discussion on the bill.
J.G. Scott, Legislative Research Department, presented an overview of the House Committee, State General Fund Profile for FY 2017, FY 2018 and FY 2019 (Attachment 3). He stated that the profile does not include tobacco securitization and the Governor's recommended tax package. The Pooled Money Investment Board (PMIB) funds, the delayed KPERS payment, the MCO privilege tax, provider assessment fee, reduction of KPERS payment, A & M efficiencies for procurement and health insurance, judiciary enhancements as well as other adjustments have been included. He stated that the estimated budget shortfall for FY 2018 is $211 million and $129 million for FY 2019. Adjustments for any changes to the Children's Initiative Fund (CIF) or provider assessment fees was reviewed. Chairman Waymaster stated that the profile reflects the Governor's recommendations and some items will need to be extracted before going forward to know what the negative ending balance will be, prior to discussing recommended enhancements. J. G. Scott responded to questions from committee members regarding adjustments on the profile and he noted that the April 20 Consensuses Revenue Estimates will have an impact the ending balance projection. He added that the profile includes both the state and judicial budgets.

Representative Campbell made a motion to extract the Alvarez and Marsal Efficiency Study related to procurement and health insurance for FY 2018 and FY 2019. Representative Davis seconded the motion. Motion passed.
J.G. Scott noted this motion would adjust the ending balance to a negative $258.5 million for FY 2018 and a negative ending balance of $218.4 million in FY 2019.
Representative Helgerson made a motion to fund KPERS deferred payment of $115.5 million and $140.2 Million for FY 2018, $198.3 million in FY 2019, and $89 million included in the Rescission bill. Representative Wolfe Moore seconded the motion.

Representative Davis made a substitute motion to review the KPERS funding at Omnibus. Representative Waymaster seconded the motion.
Discussion followed by committee members regarding the substitute motion. A review of the Consensus Revenue Estimating composition and process followed by Chairman Waymaster.
Representative Davis renewed the substitute motion. Motion failed.
Representative Johnson made a substitute motion to review restoring the funding to KPERS at $135.8 million for FY 2018 and $194 million for FY 2019 for review at Omnibus. Representative Schroeder seconded the motion.
Discussion followed regarding the motion.
Representative Johnson renewed the motion. Motion passed.
