Chairperson Barker opened the hearing on HB2081. Jason Long, Revisor, provided an overview of the bill (Attachment 1). There were no questions of the Revisor.
Chairperson Barker recognized Ed Klumpp, who testified as a proponent on behalf of the Kansas Association of Chiefs of Police, the Kansas Sheriffs Association, and the Kansas Peace Officers Association (Attachment 2).
Chairperson Barker recognized Eric Smith, League of Kansas Municipalities, who testified as a proponent of HB2081 (Attachment 3). Questions were asked by Representatives Ruiz and Rooker.
Nathan Eberline provided proponent testimony on behalf of the Kansas Association of Counties (Attachment 4).
Chairperson Barker directed the Committee's attention to the written proponent testimony of Kiel Mangus, Assistant City Manager of Manhattan, Kansas (Attachment 5) and Tammy Owens, Overland Park City Attorney (Attachment 6). He also noted that there was written opponent testimony from Lisa Ochs, American Federation of Teachers - Kansas (Attachment 7) and Rebecca Proctor, Kansas Organization of State Employees (Attachment 8). He asked if there was any further testimony to be offered. Seeing none, he closed the hearing on HB2081.
