Chairperson Billinger continued the hearing on Sub. for HB 2007. Staff distributed the current shorthand reflecting House Committee of the Whole adjustments to HB 2007 as introduced. (Attachment 1)
Kansas Department for Aging and Disability Services (KDADS): Dayton LaMunyon, Kansas Legislative Research Department (KLRD) reviewed the agency request and responded to questions from Committee members.
Senator Kloos distributed a proviso concerning the Nutrition Service Incentive Program and discussed the proposed changes. (Attachment 2)
Senator Kloos moved, Senator Fagg seconded, adoption of the proviso. The motion carried.
Senator Owens moved, Senator Erickson seconded, to add $4 million from the CCBHC Planning Grants to the Substance Use Treatment Program block grant for low income individuals. The motion carried.
Senator Holscher distributed a proviso concerning Home and Community Based Services (HCBS) waiver funding and discussed the proposed changes. (Attachment 3)
Senator Holscher moved, Senator Pettey seconded, adoption of the proviso. The motion failed.
Senator Alley moved, Senator Petersen seconded, to add $5 million, all SGF, to the I/DD Waiver wait list to add an additional 180 slots, bringing the total up to 500, and to reduce the I/DD wait list cap from 4,000 to 3,800. The motion carried.
Senator Petersen distributed a proviso concerning KanCare 3.0 interim study language and discussed the proposed changes. (Attachment 4)

Senator Erickson distributed a proviso concerning brain injury waiver rates and discussed the proposed changes. (Attachment 5)

Senator Peck moved, Senator Claeys seconded, to delete $6 million for one time grants to Community Mental Health Centers for FY 2026.
Senator Pettey made a substitute motion, Senator Owens seconded, to change the amount to $3 million. The motion failed.
Back on the original motion by Senator Peck. The motion carried.
Senator Peck moved, Senator Claeys seconded, to delete $830,000, all SGF, for renovation of a homeless shelter in FY 2026. The motion carried.
Senator Claeys moved, Senator Peck seconded, to reduce the Lottery vending machine transfer to $9 million from $12 million for FY 2026. The motion carried.

Senator Peck moved, Senator Claeys seconded, to delete $8 million for FY 2026 for Osawatomie State Hospital for contract nursing. The motion carried.
Senator Claeys moved, Senator Fagg seconded, to, for Larned State Hospital contract nursing, change FY 2025 to $20 million and FY 2026 to $10 million. The motion carried.
Kansas Department for Children and Families: Amanda Prosser, KLRD, provided an overview of the House adjustments and responded to questions from Committee members.
Senator Claeys moved, Senator Peck seconded, to, for the FY 2026 Sunflower Program, change the amount to $10,000 for fraud and to add language that purchases using the cards must be made in Kansas. The motion carried.
Senator Pettey distributed a proviso concerning youth services aid and assistance and discussed the proposed change. (Attachment 8)

Senator Claeys moved, Senator Peck seconded, to, for the Workforce Registry item, delete "from the Children's Initiatives Fund," to insert language to fund it within existing resources and to change the amount to $1,000,000. The motion carried.

Senator Erickson distributed a proviso concerning Medicaid eligibility and discussed the proposed changes. (Attachment 9)

Senator Owens moved, Senator Fagg seconded, to appropriate $8.5 million SGF for an I/DD provider rate increase. The motion carried.
Senator Kloos distributed a proviso concerning the childcare pilot program and discussed the proposed changes. (Attachment 10)

Senator Fagg moved, Senator Kloos seconded, to restore funding for the Gainwell contract in FY 2025 and FY 2026. The motion carried.
Senator Peck moved, Senator Erickson seconded, to delete the 30 FTE positions that are to be funded with federal funding for FY 2025 and FY 2026. The motion carried.
Senator Pettey distributed a proviso concerning funding for tuberculosis control and discussed the proposed changes. (Attachment 11)
