Chairperson Minnix opened the hearing on SB58
Kyle Hamilton, Revisor of Statutes provided a bill brief (Attachment 2).

Lane Letoureau, Program Manager, Kansas Department of Agriculture, (Attachment 4) said this bill will clean up the mutil-use flex accounts and encourage water conservation by allowing irrigators to use water in dry years to make a crop, while using less water in wet years. It will also discourage the method of user or lose it approach to water usage. Mr. Letourneau responded to questions from committee on the numbers of irrigators enrolled and how they sign up enroll and opt out. Mr. Letourneau believes this bill will encourage conservation and allow more flexibility.

Representative Droge moved that emergency final action and rules be suspended to allow SB58 to be work, seconded by Representative Pickert, motion carried.
Representative Droge moved that SB58 be passed favorably out of committee, seconded by Representative Pishny, motion carried.
Chairperson Minnix asked Representative Pickert if she would like to introduce the guest in the room. Representative Pickert recognized Seniors from SE Wichita High school, government class.
Chairperson Minnix adjourned the meeting at 10:15.
