Revisor Jason Long, Office of Revisor of Statutes, (Attachment 1) explained that the bill would authorize municipal housing inspections for residential properties where the owner receives governmental rental subsidies.

Whitney Damron, City of Topeka, (Attachment 2) testified as a proponent to the bill. He explained that he is requesting balloon amendments that he believes will improve the original draft.

Representative John Alcala, 57th District, (Attachment 3) testified as a proponent for the bill. He shared a story where a apartment complex in Topeka has been ignored by HUD.

Carrie Higgins, Topeka/Shawnee County Homeless Task Force, (Attachment 4) testified as a proponent. She explained that the bill is crucial because it alleviates the burden placed on tenants, particularly those in Shawnee County who are enduring substandard living conditions in rental properties that are receiving direct public financial assistance from a governmental entity.


Amanda Stanley, City Attorney, City of Topeka,(Attachment 5) testified as a proponent to the bill.  She explained that the bill is not only a necessary step toward ensuring safer living conditions in our communities but it would also provide cities with the tools they need to be more proactive and responsive to housing concerns.

Christina Valdivia-Alcala, Topeka City Council, (Attachment 6) testified as a proponent to the bill. She explained that this bill would give them the  ability to keep a more efficient and initiative-taking pulse on housing stock with interior inspections.

Ed Jaskinia, Associated Landlords of Kansas, (Attachment 10) testified as an opponent to the bill. He opposes the bill and has been in contact with the City of Topeka to try to help them find a way to solve their problem.

Patrick DeLapp, citizen, testified as an opponent to the bill (Attachment 11). He explained this bill will hurt affordable, safe, healthy housing which are HUD goals.
