Hearing on: HB2033 Including programs and services provided by nonprofit organizations accredited by the international multi-sensory structured language education council as approved at-risk educational programs.

Chairwoman Estes opened the hearing on HB2033 and recognized Jason Long, Senior Assistant Revisor, Office of Revisor of Statutes who presented an overview of the bill regarding approving certain at-risk educational programs for use by school districts. (Attachment 20).

Chairwoman Estes recognized Nicole Fielder, Research Analyst, Kansas Legislative Research Department, Kansas Legislature to give an overview of what it takes to be accredited by The International Multi-sensory Structured Language education Council (IMSLEC).  (Attachment 21).

Proponents:

Kathleen Rose testified this bill would add any teacher training organization that is accredited by IMSLEC to a list of approved programs for at at risk funding in Kansas. Having another option on evidence based practice. (Attachment 22).

Angie Schreiber asked that IMSLEC accreditation to be added to the acceptable endorsement of programs to be allowed for use for at-risk funding. (Attachment 23).

Jeanine Phillips described her organization as specialists in the area of dyslexia, and a place to assess children and primarily teach teachers. (Attachment 24).

Opponents:

Shannon Kimball stated KASB's objection to this bill has nothing to do with the quality of the accreditation process for IMSLEC or with the services and training provided by the IMSLEC provider in Kansas. They are concerned this bill oversteps the Legislature's authority. (Attachment 27).
