Providing for the FORWARD transportation program.

Chairperson McGinn called for final action on SB 375.
Chairperson McGinn moved, Senator Pettey seconded, to amend the bill by inserting, on page 11 line 3 after the words "grants or projects," the words "for public transportation." Motion carried.
Chairperson McGinn distributed a proposed balloon amendment. Each balloon in the amendment was discussed and voted on individually. (Attachment 5)
Chairperson McGinn moved, Senator Billinger seconded, adoption of the first balloon. Motion carried.
Chairperson McGinn moved, Senator Braun seconded, adoption of the second balloon. Motion carried.
Chairperson McGinn moved, Senator Pettey seconded, adoption of the third balloon. Motion carried.
Chairperson McGinn addressed the fourth balloon. Discussion ensued.
Secretary Julie Lorenz, Kansas Department of Transportation, responded to questions from Committee members.
There was consensus among Committee members to pass the fourth balloon over pending clarifying information.
Chairperson McGinn moved, Senator Hawk seconded, adoption of the fifth balloon. Motion carried.
Chairperson McGinn continued final action on SB 375.
Chairperson McGinn adjourned the meeting at 11:35 am. The next meeting will be March 10, 2020.
