Jason Thompson gave a brief of SB319 explaining it would clarify that bond agents are required to return certain people released on bond to the court of the county where the bond was issued. (Attachment 1)
The Kansas Division of the Budget supplied a Fiscal Note for the bill (Attachment 2)
Sheriff Jeff Easter testified as a proponent of SB319 explaining that the way current statutes are currently written some bondsmen will pick up people and deliver them to the closest county instead of to the place where the bond was filed. Representative Owen has offered an amendment to this bill that will tighten the language even more. (Attachment 3)
Shane Rolf testified as a proponent of SB319 stating that a person should be returned to the court where the bond was issued. His organization supports Representative Owen's amendment, but he did note that some bonds are not written in a way to specify the county where the person should be prosecuted. (Attachment 4)
