Short Title
Substitute for SB 219 by Committee on Judiciary - Transferring responsibility for the scrap metal database to the Kansas bureau of investigation, reducing the registration fee for scrap metal dealers and changing scrap metal dealer obligations under the scrap metal theft reduction act.

Natalie Scott provided an explanation of SB219. (Attachment 1) Ms. Scott addressed questions from the membership.
The following individuals testified in support of SB219 stating the impact both financially and to customers due to the theft of property that is then sold as scrap metal: Megan Bottenberg (Attachment 2), Bryan Frye (Attachment 3), Ed Klump (Attachment 4), Marlee Carpenter (Attachment 5), and Trey Cocking (Attachment 6). All stating the benefit the 2015 legislation had on reducing crime. They feel the benefits of the SB219 to help fund a state-wide data base, further reduce crime, help law enforcement, and reduce the burden on scrap metal dealers.
Chairperson Patton referred to the written testimony in support of SB219 provided in the membership folders.

- John Federico, President, Kansas Cable Telecommunications Association (Attachment 12)
- Ryan Flickner, Kansas Farm Bureau (Attachment 13)
- Leslie Kaufman (Attachment 14)
The following individual provided neutral testimony for SB219: Derek Schmidt (Attachment 15), Kirk Thompson (Attachment 16), and Brad Smoot (Attachment17). All stating they understand the positions of all involved; however, funding is necessary to provide the database. Implementation they believe will be and effective law enforcement tool so data can be used. Also the supplemental bill for SB219 addresses some of the issues and improvements the bill.
Morgan Koon (Attachment 18 )and Ray Maloney (Attachment 19) testified in opposition to SB219. Both are concerned about the burden being put on scrap metals dealers in both time and financially.

The meeting was opened so membership could address their questions to those testifying and the revisors. All questions were addressed.
Chairperson Patton opened the meeting for any individual to provide their input to the committee leadership for their use at the Conference Committee.
