The Chair opened the hearing on HB2246.
Mr. Siebers outlined the salient points of the bill. He stated that the bill would amend requirements for distinctive license plates by lowering the minimum number that must be guaranteed for initial issuance of the plate from 500 to 250, by reducing the number that must be issued before the second year of sales from 500 to 250, and by lowering the number issued or renewed during the subsequent two-year period from 250 to 125. The bill would also reduce the amount required from a sponsoring organization from $20,000 to $5,000. The number requirement for educational institution license plates would drop from 500 to 100. In addition, higher educational institutions could apply for license plates without legislative oversight.
Deann Williams, Deputy Director, Division of Vehicles, Kansas Department of Revenue, testified as the sole proponent. She responded to a member's question, replying that lowering the educational institution requirement will enable smaller colleges to utilize this feature. She explained that the production costs have been lowered by streamlining the process; further, the Division no longer needs to stock inventory for each county, thus being able to offer more groups and educational institutions this personalized service (Attachment 2).
Members discussed at length who or what organizations might now be interested in distinctive plates. Mr. Siebers commented that the bill authorizes higher-education institutions to apply for the license plates without further administrative oversight. However, all other organizations, schools, or collective individuals must first receive permission from the legislature.
The Chair closed the hearing on HB2246 and announced that the next meeting of the Committee will commence in Room 546-S on Friday, March 15, immediately following adjournment of the Senate.
