Chairman Olson resumed the hearing on SB420 - Amending the Kansas 911 act.
Proponent Sheriff Troy Briggs viewed the bill as having three components: 1.) clarification of authority and requirements placed on local PSAP operations; 2.) improved funding; and 3.) funding for the proposed management reserve fund. (Attachment 1)
Proponent Ed Klump expressed concerns regarding: 1.) the training standards; 2.) the expenditure pre-approval and appeal process; and 3.) the limiting of civil penalties that can be imposed on PSAPs. (Attachment 2)
Proponent Josh Michaelis expressed support for fee increase up to $.90 in order to avoid a long term short fall.

Seeing no additional testimony, Chairman Olson closed the hearing on the bill. In response to several committee concerns he suggested that the parties meet on Monday to seek a consensus on the the bill's language.
