Chairman Waymaster called the meeting to order at 8:30 p.m.
Chairman Waymaster opened the hearing on SB 61.
Jill Wolters, Office of the Revisor of Statutes, provided the bill brief This bill relates to fees for dairy businesses and the processing of paper documents by the Kansas Secretary of Agriculture.
As there was no objection to working the bill, Chairman Waymaster opened discussion on the bill.
Representative Patton made a motion to remove the contents of SB 61 and insert the contents of HB 2796. Representative Claeys seconded the motion.
Representative Patton reviewed an amendment regarding HB 2796 regarding school finance (Attachment 1).
The amendment creates a new section of law that requires all school districts to adopt a Local Option Budget (LOB) of at least 15 percent of the district's total foundation aid. The bill's propose is to unwind the provisions of SB 423, which mandated a 15 percent LOB part of the BASE aid for school districts.
Discussion followed by committee members regarding the amendment. It was noted that the bill that passed was with clear intent and now the committee has the opportunity to change the policy.
Representative Patton made a motion to approve the motion as amended. Motion passed.
Representative Landwehr reviewed an amendment the Mental Health Intervention Team (Attachment 2). She stated that the correction should have been that Abilene as the fiscal agent for the pilot program, not Salina.
Representative Landwehr made a motion for an amendment to approve an technical amendment that states Abilene is the fiscal agent for the Mental Health Intervention Team Pilot Program. Representative Proehl seconded the motion. Motion passed.
Representative Proehl made a motion for favorable passage of House Sub for SB 61 favorable for passage as amended. Representative Claeys seconded the motion. Motion passed.
