Senator Sykes distributed and explained a balloon amendment. (Attachment 1)
Senator Sykes moved, Senator Skubal seconded, to adopt the balloon amendment. Motion carried.
Senator Hardy distributed and explained a balloon amendment. (Attachment 2) Senator Hardy explained some documents that he distributed to the Committee regarding the minimum age restriction of governors in the United States and the age of every governor in Kansas when they took office. (Attachment 3) Discussion ensued.
Senator Hardy moved, Senator Pilcher-Cook seconded, to adopt the balloon amendment with staff having technical discretion to combine this amendment with Senator Sykes' amendment. Motion carried.
Senator Pilcher-Cook moved, Senator Hardy seconded, to recommend HB2539 as amended, favorably for passage. Motion carried.
