Short Title
Amending the Kansas school equity and enhancement act regarding local option budget provisions, certain weightings, capital outlay expenditures and repealing provisions of the CLASS act.

Chairperson Patton opened the meeting at 3:45 p.m. and apologized for the late start as the members were on the House floor until now.
Chairperson Patton stated the Committee would continue to work on amendments to HB2445.
Representative Rooker moved to adopt a balloon amendment that would use the current year head count of students affected by the career and technical education (CTE) and English Language Learners (ELL) weightings so they align with all the other weightings in the finance formula, seconded by Representative Smith. (Attachment 1) Following discussion, Representative Rooker closed on her motion. Motion carried on a voice vote.
Representative Aurand moved to adopt a balloon amendment which would strike the current calculation for the transportation weighting for school districts and replace it with a density per capita allowance table that is factored into the school district's transportation weighting with a cap of 110% of such school district's total expenditures from all funds for transporting students for the preceding school year, seconded by Representative Huebert. (Attachment 2) Following discussion, Representative Aurand closed on his motion. Motion carried on a voice vote.
Representative Rooker moved a conceptual amendment to allow three year olds to be brought into the four year old at-risk preschool programs, seconded by Representative Landwehr. Following discussion, Representative Rooker closed on her motion. Motion carried on a voice vote.
Representative Smith moved to adopt a balloon amendment whereby a school district would not count students as a full time equivalent if the school such student attends is located more than eight miles from the Kansas state line by the usually traveled road; or the out-of-state school district in which the student resides is adjacent to the Kansas school district in which the student is enrolled, or the out-of-state school district in which the student resides is adjacent to the Kansas school district in which the student is enrolled, and the out-of-state school where the student would attend is located not more than eight miles from the Kansas state line by the usually traveled road, seconded by Representative Lusk. (Attachment 3) Following discussion, Representative Smith closed on his motion. Motion carried on a voice vote.
Representative Rooker moved to adopt a balloon amendment to include the following on p.11 (h) of HB2445: Such notice shall include the local option budget authority, expressed as a percentage of the school district's total foundation aid,to be adopted for the immediately succeeding school year. The board of a school district shall not adopt a local option budget in excess of the authority stated in a notice submitted pursuant to this subsection, seconded by Representative Lusk. (Attachment 4) Discussion ensued.
Representative Trimmer made a substitute motion to replicate Representative Rooker's motion and to insert on p. 11 (h), line 15, the following language: For school year 2019-2020 and each school year thereafter, the board of any school district would have to follow these provisions, seconded by Representative Rooker. Motion carried on a voice vote.
The Education Budget Committee will meet Tuesday, March 27, 2018, contingent on the recess or adjournment of the House. Chairperson Patton will announce the time from the House floor. Curt Tideman, Attorney for the Kansas House of Representatives will be in attendance.
