Chairperson McGinn opened the hearing on Substitute HB 2332. Jill Wolters provided an overview of the bill and responded to questions from Committee members. (Attachment 7)
Donna Shelite spoke as a proponent of the bill. The Council was established to set State-wide policy for information technology security but it has not been active for approximately three years. There are many IT issues that need to be addressed such as the policies relating to security and the Americans with Disabilities Act. This bill is intended to determine if the membership could be updated to improve participation. Proposed amendments are included in her testimony. Ms. Shelite responded to questions from Committee members. (Attachment 8)

Nolan Jones testified in opposition to the bill. His organization hosts the Kansas.gov website and has had a representative on the Information Technology Executive Council in the past. This bill would remove them from the Council and they request to be added back as the have a great deal of experience and expertise that would assist the group. (Attachment 11)
There being no further conferees, Chairperson McGinn closed the hearing on Substitute for HB 2332.
