Chairman Waymaster opened discussion on the bill.
Representative Williams reviewed an amendment to the bill (Attachment 1).
Representative Williams made a motion for an amendment to include the state fire marshal, local agencies, or school districts with the development of standards in Section 3 (a), and that the state board shall consult with the state fire marshal. or local agencies, or local school districts. Representative Davis seconded the motion.
Discussion followed by committee members regarding the use of shall or may language in the bill. Jill Wolters, Office of the Revisor of Statutes, stated the intent was that the language' shall develop and adopt statewide standards', and a new sentence that includes the language 'may consult with' as stated in Sections 3 (a) and 4 (a). As requested, the bill will be redrafted to include this language.
Representative Williams renewed the motion. Motion passed.
Jill Wolters responded to questions from committee members. She stated that this is a $5 million one-time funding request. Concern was expressed regarding the K-12 school funding formula and the impact on State General Funds (SGF).
Representative Landwehr reviewed an amendment (Attachment 2).
Representative Landwehr made a motion for an amendment to include language in the bill that all moneys in the school safety and security grant fund expended for FY 2019 shall be matched by the receiving school district on a $1 for $1 basis from other money of the district. Representative Sutton seconded the motion. Motion passed.
Discussion on the bill continued by committee members.
Representative Aurand made a motion for an amendment to delete lines 20 through 23 of the bill. Representative Sutton seconded the motion.
Discussion followed by committee members regarding the motion. The standards would be approved by the Board of Education and the school districts would choose the curriculum, it was noted.
Representative Aurand renewed the motion. Motion passed.
Representative Sutton made a motion for an amendment that states if the Board of Education elects to provide firearm safety education, such instruction shall be in accordance of the guide lines established in section 7 segments (a)(b)(c). Representative Tarwater seconded the motion.
Discussion followed by committee members regarding the motion. This would enable the schools to choose either the Eddie Eagle, Hunter Safety or any other evidence based program, while conforming to the requirements that legislators set forth to the Department of Education.
Representative Sutton renewed the motion. Motion passed.
Representative Williams made a motion for favorable passage of the bill as amended. Representative Davis seconded the motion. Motion passed.
Representative Schwab requested his vote in favor of the motion be recorded in the minutes.
