Chairperson Barker opened the hearing on HB2766. Jason Long, Revisor, provided an overview on the bill (Attachment 1).
Chairperson Barker recognized Spencer Duncan as a proponent of HB2766 (Attachment 2). This legislation simply extends current law to allow for the dispensing of beer by machines. They are requesting that the language of SB433 be put into HB2766 and be passed. Questions were asked by Representatives Ruiz, Whitmer, Humphries, and Clayton.
Ryan Cavanaugh testified in support of HB2766 (Attachment 3). HB2766 will help modernize Kansas liquor laws and make Kansas competitive with other states.
The Chairperson recognized Vince Frye as a proponent (Attachment 4). Downtown Topeka has been revitalized. The Brew Bank, featuring dining and wall-mounted automated beer dispensers, is a new concept planned for downtown. He asks the Committee to support HB2766.
Curtis Sneden testified in support of HB2766 (Attachment 5). There is a need to make Topeka a place where young people will want to move. This small change in the state's liquor laws will help.
Chairperson Barker call upon Scott Schneider who testified as a proponent of HB2766 (Attachment 6). The Kansas Restaurant and Hospitality Association supports this legislation but requests that the amendments set out in SB433 be included in this bill.
Chairperson Barker directed the Committee's attention to the written testimony of John Dicus, Investor in Brew Bank (Attachment 7); Thad Halstead, AIM Strategies (Attachment 8); and Philip Bradley, Kansas Licensed Beverage Association (Attachment 9).
Chairperson Barker noted that there were no opponents to HB2766. He recognized Debbi Beavers as a neutral (Attachment 10). Questions were asked by Representatives Horn, Whitmer, and Humphries.
The hearing on HB2766 was closed.
Representative Miller moved to suspend the rule and work HB2766 within the 24-hour period, seconded by Representative Carpenter. The motion passed.
