Chairperson Barker opened the hearing on SB369. Jason Long, Revisor, provided an overview of the bill (Attachment 6). Questions were asked by Representatives Lusk and Weber.
Chairperson Barker recognized Colonel Mark Bruce as a proponent of SB369 (Attachment 7). The purpose of the bill is to restore civil service protection to the four majors within the Kansas Highway Patrol that lost it as an unintended consequence of the Career Progression Plan (CPP) that was implemented in 2016. The plan unintentionally required the highest ranking classified members of the Patrol, the majors, to become unclassified employees, in order to be placed at the appropriate spot on the CPP. Leaving the majors in the unclassified service will have a negative impact on the Patrol's ability to attract the most qualified people to apply for that position. Questions were asked by Representatives Smith, Lusk, and Humphries.
