Chairperson Kerschen called for final action on HB2477.
Tamera Lawrence of the Revisor of Statutes Office explained the bill and answered questions from the committee.
Senator Billinger proposed a balloon amendment which Tamera Lawrence explained.(Attachment 1)
Senator Billinger then explained his reason for proposing the amendment was to get late fees increased. The Department of Agriculture sets the fees, but they are capped at $550. Fee income can be used for many programs.
There were questions from the committee for Tucker Stewart and Secretary Jackie McClaskey concerning fees and the amount of money needed to hire a 3rd inspector. There was concern expressed for the smaller animal shelters who struggle to have enough money to take care of their animals.
Senator Billinger proposed and Senator Estes seconded the balloon amendment. Division was requested. The amendment failed.
Senator Billinger then proposed and Senator Estes seconded an amendment to take "shall"out of the language on page5, line 36, and replace it with "need." Motion carried.
More discussion followed and Secretary Jackie McClaskey stood for more questions from the committee. At this point, since the allotted time for the committee had ended, it was decided to defer action on the bill until a later date.
Chairman Kerschen adjourned the meeting.
