Chairperson Bowers opened the hearing on HB2597. Mike Heim, staff revisor, provided a briefing on the bill. Mr. Heim addressed questions from the Committee.
Jason Watkins provided testimony in support of HB2597. Mr. Watkins drew attention to a letter from Eric Yost, County Counselor, attached to his testimony. Mr. Watkins indicated the letter explains the background, the effect, and some examples of the urban area designation. Mr. Watkins indicated the bill does not allow Sedgwick County to do anything except come back to the legislature and ask for legislation that's unique to them. Mr. Watkins concluded stating Sedgwick County supports the amendment to the bill from the Secretary of State's office. (Attachment 2)

Kathy Sachs provided testimony in opposition of HB2597. Ms. Sachs' testimony indicated this bill would have unintended consequences related to the regulation of cemetery trust funds. Ms. Sachs explained the statutory duty of the Secretary of State's office to regulate cemetery trust funds in Kansas. Ms. Sachs explained a suggested amendment to the bill. (Attachment 3)
