Chair Bud Estes reopened the hearing on SB421.

Discussion ensued with questions by Senators: Rob Olson, Ty Masterson, Richard Hilderbrand, Bud Estes, and Oletha Faust-Goudeau. Matt Sterling and Kathleen Selzer Lippert helped to answer questions.
Mark Dugan, Dugan Consulting Group was asked to speak before the committee regarding SB421 and its' intent.
Patrick Vogelsberg, Kansas Association of Realtors spoke to the committee as an opponent to SB421. Their concern comes from sub-section C which limits looking at crimes past 5 years. (Attachment 5)

Michelle R. Meier, Kansas Commission Peace Officers' Standards offered testimony in opposition to SB421. She noted that federal and state law would preclude anything currently in paragraph C and noted that they are looking for an exception or exemption from paragraph C for the look back period. The other issue they have is with firearms. She noted that federal and state law would be inconsistent with paragraph C for firearms. Also, on paragraph B they would not be able to meet the 120 day recommended turn around time. (Attachment 6)

Chair Bud Estes scheduled a meeting at 1pm March 9, 2018, for all licensing agencies to meet and discuss the licensing guidelines.
