Chairperson Schmidt opened the hearing on HB2639.
Scott Abbott, Staff Revisor, gave an overview of HB2639 and answered questions from committee members.
Amanda Gress testified as a proponent for HB2639 which would allow Kansas to continue to implement fingerprint-based criminal background checks for child care providers which ensures greater safety for Kansas children. Implementing comprehensive fingerprint-based background checks keeps Kansas in compliance with the federal Child Care and Development Block Grant, which is a major source of funding for child care services in the state. HB2639 allows the implementation of state protections that will reduce the likelihood that a dangerous individual would have access to children in Kansas child care facilities. (Attachment 1)
Lorrena Steelman presented testimony in favor of HB2639 stating that it will grant the Secretary of KDHE the authority to collect a fee for the fingerprinting of individuals residing, working, or regularly volunteering in a child care facility. The fees would be deposited in the child care criminal background and fingerprinting fund. All fees would then be passed through to KBI for the processing of fingerprinting as well as state and federal criminal history background checks. (Attachment 2)
