Short Title
Making commercial driver's licenses renewable every five years.

Chairperson Petersen opened the hearing which was continued from March 6. Scott Wells, Revisor's Office, said this bill would extend the renewal for a Commercial Driver's License (CDL) from four to five years.
Kent Selk, Commercial Driver Licensing Manager, Kansas Department of Revenue, who was not able to attend on Tuesday, gave neutral testimony (Attachment 1). He said the Division of Vehicles has no concerns about moving the renewal date to five years to be in line with the hazardous materials endorsement. This would reduce the number of background checks over a period of time, which are needed for the hazardous materials endorsement. He stated it costs $86.50 for a Transportation Security Administration background check.
In response to Chairperson Petersen's question, Mr. Selk indicated a hazardous materials endorsement is only good until the CDL expires because the endorsement is good only until the CDL expires because the endorsement is on the CDL.
Senator Masterson said he has a CDL but does not have the hazmat endorsement. Mr. Selk indicated that not everyone needs the hazmat endorsement and, after July 1, assuming the bill passes, when the CDL and the hazmat endorsement are renewed, the CDL will not expire for five years, same renewal date as the endorsement.
There was no opposition testimony.
