Chairperson Baumgardner called the meeting to order.
Tamera Lawrence, Office of Revisor of Statutes, discussed HB2542. This bill would remove the June 30th 2018 sunset on a statute authorizing the Kansas Board of Regents (KBOR) to fix, charge, and collect fees for state institutions and businesses outside the State of Kansas.
The Committee asked clarifying questions.
Dr. Jean Redeker, Vice President for Academic Affairs, Kansas Board of Regents (KBOR), presented proponent testimony for HB2542. (Attachment 1)
Senator Bollier asked if they were given flexibility would they be looking at individuals. Dr. Redeker responded that it would be done by regulations and not on individual determinations. Chairperson Baumgardner questioned if this would be a procedural change internally or would this be taken to a vote of the Board. Dr, Redeker responded that they would first go to the Board of Regents, and then go through the proper channels for legalities, then a comment period, and then before the Joint Rules and Regulations Committee, and then back to the Board for determination.
Chairperson Baumgardner asked if they strike the sunset does Dr. Redeker think they would be coming to the legislature to make future changes in fees. Dr. Redeker stated they would if they felt it was necessary.
Chairperson Baumgardner asked them to share why they impose fees on colleges and what these fee's are used for. Dr. Redeker described the reasons to the Committee.
With no further questions, Chairperson Baumgardner closed the hearing on HB2542.
