Chairperson Tyson opened a hearing on SB400.
Adam Siebers presented to the Committee an explanation of SB400. He stood for questions.
Trey Cocking presented testimony to the Committee in support of SB400 by saying "the imposition of the tax lid made it impossible for a smaller unit of government to be dissolved into a city or county because there is not currently a mechanism to transfer the taxing authority of the smaller unit". (Attachment 1) He stood for questions.
Written only testimony presented to the Committee in support of SB400 was provided by Roy Eckert, Pratt City Manager (Attachment 2).
No testimony neutral to SB400 was presented to the Committee.
Patrick Vogelsberg presented testimony to the Committee in opposition to SB400 by questioning "the need for an exemption to deal with the dissolution of taxing entities . . . because the occurrence appears to be rare". (Attachment 3) He stood for questions.
When all questions from the Committee were answered, Chairperson Tyson closed the hearing on SB400.
