Mike Heim provided a brief overview of SB264.
Representative Blake Carpenter, Vice-chair, moved the Committee pass SB264 favorably for passage.
The motion was seconded by Representative Brett Parker.
Representative Carpenter moved an amendment on SB264 (Attachment 5), copies of which were provided by Mr. Heim.
Representative Carpenter clarified that this amendment looks like the Landwehr amendment, except there was an error on the Landwehr amendment; it was missing subsection (c).
There was discussion on the amendment by the Committee.
Representative Carpenter closed on his amendment.
The corrected Landwehr amendment on SB264 passed unanimously.
Representative Mary Martha Good moved a balloon amendment on SB264 (Attachment 6), copies of which were distributed by Mr. Heim.
The motion was seconded by Representative Parker.
There was discussion on the amendment, including the language of the amendment, and Representative Good answered questions from the Committee.
Mr. Heim stated that if the concept of this amendment is adopted, then the language in HB2225 would be inserted in this section, better clarifying what this bill is about.
There was further discussion on the amendment, several representatives voicing concerns and reasons for their support or opposition to the amendment.

The vote was recorded as Ayes, with Representative Awerkamp and Burris voting No and Representative Carpenter, Vice-chair, voting Present.
Substitute House Bill for SB264 passed with a vote of 10 yes and 3 no.
