Curtis Sneden, Greater Topeka, Chamber of Commerce, spoke of the commissions support of SB433. He noted that this is a kind of business that would attract and keep young workers to the area. (Attachment 4)

Scott Schneider, Kansas Restaurant and Hospitality Association, offered testimony in support of SB433. He noted that their concern is that the regulating side of the authorization is balanced with the opportunity to commercially sell alcohol. He noted that there is a forthcoming amendment that would move the current rules and regulations into the statute. He believes that creates clarity and direction for the consumer, the business, and the public. (Attachment 5)

Spencer Duncan, Brew Bank, spoke as a proponents to SB433. He noted that different machines have different versions as to how they work and each state may also have different parameters within their laws as to how they require the machines to work and/or dispense. His testimony included pictures of what the taps look like and noted the cost of being about $45,000 for 20 taps. Additionally, there were suggested amendments included. (Attachment 6)

Philip Bradley, KS Licensed Beverage Association, spoke to the committee regarding SB433 with concerns. He noted that it changes the transaction from being a face to face transaction for every drink, to a transaction that would happen with the passing of this law, just at the dispensing of the card and not for every drink. Kansas law holds the server criminally liable, so he asks what happens if the purchaser gives the card to an underage drinker when the server/seller is not at the table. (Attachment 8)
