Vice-Chairperson Highland opened the hearing on HB2598. Chris Waggoner, Revisor, provided an overview of the bill (Attachment 1).
Vice-Chairperson Highland recognized Scott Campbell as a proponent of HB2598 (Attachment 2). He is requesting this bill to allow lists of names and addresses from public records of the Secretary of State so that his company can better serve its customers, which are local distributors of industrial equipment and national manufacturers of industrial equipment. Kansas is the only state that limits the use of company and persons' names found on Uniform Commercial Code filings. Questions were asked by Representatives Miller, Houser, Smith and Humphries.
Vice-Chairperson Highland noted that there was written proponent testimony from Nick Yaksich with the Association of Equipment Manufacturers (Attachment 3).
Vice-Chairperson Highland stated that Kathy Sachs is listed as a written neutral on HB2598 (Attachment 4). He asked her to provide some oral testimony. She stated that UCC records are open records, but the law prohibits the sale of names for solicitation purposes. This bill removes those restrictions.
Vice-Chairperson Highland asked if there were any other conferees. Seeing none, the hearing on HB2598 was closed.
