Chairperson Schmidt opened the hearing on SB428.
Scott Abbott, Staff Revisor, gave an overview of SB428 and took questions from Committee members.
Dawn McWilliams testified as a proponent of SB428. In her testimony, she stated that Boys and Girls Clubs are often operated in school facilities but that there are no clear regulatory lines separating Boys and Girls Clubs' responsibilities from a school district responsibilities regarding management of facilities. Since the law is unclear, Clubs are frequently cited for environmental deficiencies that are outside the Club's control. SB428 would give KDHE authority to recognize the differences and avoid penalizing Clubs for infractions that are not with their control. (Attachment 2)
Neutral testimony was presented by Amanda Gress. She stated that Kansas Action for Children encourages lawmakers to ensure that every proposed change to child care standards is crafted to maximize the health and safety protections for Kansas children and appreciates that the provisions of SB428 are narrowly tailored. (Attachment 3)
