Mr. Wells provided an overview on HB2755 stating the bill contains an exemption from the election requirement tax lid. The change is on Page 3 Lines 14 thru 18. The tax levy increase is a result of another taxing entity being dissolved and all the powers and responsibilities of that entity have been absorbed by the city or county. Mr. Wells stood for questions from the Committee.
Trey Cocking, League of Kansas Municipalities testified as a proponent for HB2755 stating the long term the bill will reduce taxes and is not a way to increase the property tax lid. This bill helps to generate some consolidation in local government (Attachment 4). Mr. Cocking stood for questions from the Committee.
Nathan Eberline, Kansas Association of Counties testified as a proponent for HB2755 stating this bill will give a path to accommodate the City of Pratt and the airport district (Attachment 5). Mr. Eberline stood for questions from the Committee.
Representative Greg Lewis testified as a proponent for HB2755 stating this bill allows cities and counties which dissolve an entity that has taxing authority to also assume such taxing authority provided the tax levy does not exceed its current tax levy at the time of being dissolved (Attachment 6). Representative Lewis stood for questions from the Committee.
Patrick Vogelsberg, Kansas Association of Realtors testified as a proponent for HB2755 stating their support of this bill assumes the bill will proceed through the legislative process. If there is an amendment placed on the bill, they would have to re-evaluate HB2755 (Attachment 7). Mr. Vogelsberg stood for questions from the Committee.
Dick Carter, City of Overland Park presented written testimony as a proponent for HB2755 (Attachment 8).
