Chair Bud Estes opened hearing on SB421
Matt Sterling, Revisor of Statutes, gave an overview of SB421, which implements restrictions on requirements for licensing of professional occupations.
Questions were asked by Senators: Oletha Faust-Goudeau, and Ty Masterson.

Jared Meyer, Opportunity Solutions Project, spoke to the committee regarding SB421. He also recommended an amendment to change a word in the bill that can change the meaning. He suggested changing the word "would" to "could". (Attachment 4)

Vignesh Ganapathy, ACLU of Kansas, offered testimony in support of SB421. He gave many reasons why this bill would help reentry into the community work force when criminals are released from prison. (Attachment 5)

Lane Hemsley, Kansas Dental Board, presented testimony in opposition to SB421. He believes this bill strips the applicant the dignity of due process. Additionally, it affects the Kansas Administrative Procedure Act, 77-501. It also affects the Kansas Judicial Review Act. (Attachment 9)

Kathleen Selzler Lippert, Executive Director, Kansas State Board of Healing Arts, spoke in opposition to SB421. She commented that this bill is about grace and mercy. She believes this bill doesn't do anything that isn't already being done. She believes agencies already exercise discretion. (Attachment 10)
Chair Bud Estes suspended the hearing on SB421 until the March 8 meeting, when it will be continued.
